Previous Posts And Peculiar Pagination

The text of a novel should always start on p. 1. The title page, publishing history, contents page, introduction etc should have small Roman numerals, i- . My edition of Vault Of The Ages (Avon, New York, 1969) has:

the front cover (see image);
curving lines inside the front cover and on p. i;
p. ii, information about the author;
p. iii, title page;
p. iv, dedication and publishing information;
p. v, Contents;
p. vi, blank;
pp. vii-xi, "The Time Capsule" by "P.A.";
p. xii, blank;
pp. 13-189, the novel;
pp. 190-191, other titles from Avon;
curving lines on p. 192 and inside the back cover;
blurb on the back cover.

I too have noticed that any number of books I've seen might have X number lower case Roman numbered prefatory pages but will have the main text with an Arabic numbered page like 7, 10, 13, etc., but not with a page 1. Inelegant and unsatisfactory, I agree.
