Poul Anderson, Vault Of The Ages, Chapter 3.
The Time Vault, regarded as containing dangerous knowledge, is marked by a horse's skull on a pole. (p. 34) See here.
However, the Chief of the City Folk thinks that it should be possible to regain the ancients' knowledge and to learn from their mistakes, thus to build a future without conflict. (p. 38) This is what the tribes should aim at.

Kaor, Paul!
I have read VAULT OF THE AGES at least twice, maybe three times. It was written as a juvenile, but not at all bad reading. And I like the premise of the Time Vault. My caveat being to wonder how long such a vault would last before it was plundered or destroyed by savages or merely wantonly careless people. It would seem to depend so MUCH on the vault being found by people who would use it as it was intended to be.
And I agree with what the Chief said!
