Multi-Species Interactions

Perhaps the most fascinating aspect of Poul Anderson's Technic Civilization future history series is the notion that members of different intelligent species will casually coexist in future societies and our appreciation of the series is enhanced when we recognize each of the many species as its members recur in later stories.

On Imhotep, Diana Crowfeather (human) sees:

Tigeries with either air helmets or oxygills;
a centauroid Donarrian;
integumented Irumclagians;
green, tailed Shalmuans;
the first Wodenite to visit the planet.

Regular readers recognize all these species.

Inside Hassan (human)'s Sign of the Golden Cockbeetle, Diana and the Wodenite see:

outback miners (human);
joygirls (human);
one Tigery.

On Daedalus, Targovi (Tigery) converses with:

junior port officer, Dosabhai Patel (human);
inn-keeper, Ju Shao (Cynthian);
lieutenant commander Janice Combarelles (human);
Combarelles' Navy comrades (also human although they might not have been);
Fodaich Eidhafor the Bold, Vach Dathyr (a Merseian prisoner);
Captain Jerrold Ronan (human).

As we already know, a Merseian of the dominant Wilwidh culture has:

a military rank;
a personal name;
a nickname;
a Vach.

We feel as if we live there.

The size or extent of a space faring civilization will depend on the technology available to it. If STL, the most realistic likelihood is for a civilization to cover only a single solar system.

For there to be an interstellar civilization and domain including many intelligent races, then you will some means of FTL travel. Only that will make a Terran Empire or Federation possible. And we still don't know if other worlds have their own intelligent races!
