Here is where all those weather stations references pay off. When Flandry and Kit escape from the Ardazhiro, Kit knows, first, how to find a weather station and, secondly, how to modify its transmitter to broadcast Flandry's message instead of weather data.
The message:
contact Emil Bryce;
rescue from Station 938 two human beings with important information for the Terran Admiral Walton.
The Ardazirho are unlikely to monitor weather station transmissions whereas the Vixenite engineers are very likely to maintain their routine jobs because that is what human beings do even during an invasion.
Flandry has stolen a navigational manual that will give the coordinates of Ardazir.

Yes,escaping with that Ardazirho navigational manual would enable Admiral Walton to where to attack Ardazir, if that was necessary. But, at best it would still lead only to lengthy fighting too likely to destroy planets like Vixen (or even Ardazir!), which Walton did not want to do. THEN, Flandy had an Andersonian moment of realization, as readers will find out.
