Hloch tells his readers that "...our ancestors in the first lifetimes after the Discovery..." (p. 135):
were remote from the center of Technic civilization;
remained as yet unaware of psychological differences between intelligent species;
did not understand the complex background of the occasional visitors to Ythri;
gained little understanding even from the few of the number who visited Terra.
He adds that later space-faring ancestors competed so successfully for trade among the stars in their sector that Polesotechnic League merchants stayed away with the result that Ythrians had little contact with the League and gained scant understanding of it. However, such understanding, particularly of Falkayn and, behind him, van Rijn, is necessary for an understanding of the founding of Avalon.

And that lack of understanding by most Ythrians would inevitably lead to blunders, miscalculations, mistakes, etc. Understanding would necessarily come only slowly, painfully, even reluctantly.
