As a matter of fact, the Merseian agent, Aycharaych, is of the Builder race.
Continuing, Tatiana describes "'...the highlanders of Chalce...'" as "'...tough, independent-minded clansmen...'" (ibid.) This is one Aenean society that is mentioned but not included in Ivar's itinerary. Jowett, advising Desai, had mentioned:
"'...tinerans, Riverfolk, Orcans, Highlanders, et cetera.'" (3, p. 96)
We do not know who the "et cetera" are. On fictional colonized planets, some communities are visited and others not by a central character. See also the Donarrian community of Ghundrung on The Map Of Daedalus.

Now I'm wondering what the highlanders of Chalce were like! Were they too being affected by the millennialism cooked up by Aycharaych that was sweeping across Aeneas? Still, we should not expect to see every nation or culture on a planet.
