Josserek and Donya have left Arvanneth and now also the ship and are in the wilderness where she knows how to survive and he confirms to himself that the Rogaviki are:
"At best, barbarians. They've learned a few tricks, but not reason or patience, forethought or self-control." (p. 89)
"They'd be useless as allies - dangerous, even, until they were conquered or wiped out as their weaknesses doomed them to be." (pp. 89-90)
He has not yet realized that they are not human barbarians but a new species.

And the Rogaviki still have very serious weaknesses which an enemy well informed about them could make lethal use of. Esp. as the world continued to recover from the Ice Age and regain knowledge of lost technology.
