Because Fourre's attack on the sea station not only kills the gang's leaders but also captures its records:
the entire conspiracy is exposed;
the illegality of the attack is overlooked;
several governments fall, bloodily in China;
saner men take office;
agents are weeded out worldwide;
the head of American Security is jailed;
Security might be disbanded;
the UN gains support.
However, this is not a permanently happy ending because:
"The enemy was old and strong and crafty..." (p. 97)

This turns out to be the underlying theme of what would otherwise have been mere action-adventure stories. The UN wants to end:
"...the old cry of man shaking his fist at an empty heaven." (VI, p. 47)

And the UN eventually failed to stop that shaking of fists at heaven!
