We learn about the Planetary Engineers' "mind training." It is a lesser version of the Sensitive Man's abilities. Davenant can:
consciously control involuntary functions to some extent;
lower sensory barriers;
heighten perceptions, thus sometimes eavesdropping from a distance.
Thus, he overhears and identifies the displaced psychotechnians who secretly control Ganymede. Now should the Engineers keep out of politics?
"Mind training" could have meant a number of things. It does not include self-knowledge although I had thought it might.
The Ganymedean ruling group has a neat way to change the man at the top: a massacre with machine guns during an orgy.

Theodoric the Goth did something similar in AD 491, he murdered Odovacar and his chief supporters at a banquet, so he could seize the rule of Italy. Something Anderson could have had in mind here!
