Avalon comes close to being a perfectly integrated society, a human-founded colony planet within the Domain of Ythri with an Ythrian minority in its population and members of each species adopting the other's life-style. In particular:
"...interspecies economics is often a wonderland in need of all the study anyone can give it." (p. 494)
"...on a thinly settled world like Avalon, government never had been too important aside from basic issues like ecology and defense. In recent decades its functions had dwindled still further, as human society changed under Ythrian influence." (p. 494)
There is less interest in voting for positions that have become merely managerial so it becomes possible for human reactionaries to elect an anti-Ythrianization President of the Parliament of Man but Avalon is jointly governed by the Great Khruath. When the High Wyvan confides that he and his fellows had threatened to call Oherran against three choths that refused to support defense measures, even the President is silenced.

And when times of chaos, upheavals, wars, etc., comes, I doubt that minimal human gov't on Avalon will STAY minimal. Because I think that is exactly what happened during the Long Night.
