In Poul Anderson's History of Technic Civilization, the Troubles left their mark:
Manuel Argos' solution was to found the Terran Empire;
Ythri responded by founding the Domain;
in Nova Roma on Aeneas, military training became part of the University curriculum (see Ivar Frederiksen) -
During the Troubles, “Landfolk”
relationships became semi-feudal and the University incorporated
military training into its curriculum. Near the main University campus
is a statue of Brian McCormac who cast out nonhuman invaders.

Dennitza resisted reavers during the "Night Years" (the Troubles) (see Heroes Of Dennitza) and kept its own military under the annexation treaty (see Introducing Dennitza II).
There are probably other examples.

And I think it was a good idea for some planets of the Empire, esp. on the marches, like Dennitza, to have their own military services. Both to guard against more reavers and as backup to the Imperial Navy.
