Thanks for the nice reference to my discussion of the different categories of ships the Imperial Navy had. I think I should have suggested as well that it very likely had Naval hospital ships, for treating wounded or sick personnel (human and non human). And the Covenant of Alfzar probably laid down as part of interstellar law that clearly marked and identified hospital ships were not to be attacked by the warships of any civilized power. And that it would be forbidden to use hospital ships for any military purposes.
Briefly, the Covenant of Alfzar, mentioned in ENSIGN FLANDRY, was a treaty or group of treaties ratified by the civilized powers regulating how diplomatic relations and wars were to be conducted. Based on the Geneva Conventions of war and the Vienna Convention (for diplomacy).
