Here, we identified four viewpoint characters. Here, we recognized that all four were on track to meet. When they, with Mikla, Wairao and Plik also along, do meet, the encounter is described from Vanna's pov and the wind is a major player.
"Vanna Uangovna was at meditation in her bower when the strangers appeared." (p. 245)
What impression do they make on her? That will emerge but meanwhile the wind is heard. The text continues:
"Wind blew sharp, whipped a gray heaven, brawled in trees and tossed their limbs about, rippled the grass of the meadow." (ibid.)
This presages a stormy time with the strangers. Before their arrival, Vanna meditates and:
"The wind blew, the wind blew..." (p. 246)
Speaking to them and suspecting their motives:
"Vanna called on the wind for coolness." (p. 248)
Merging her being with the world, she clearly recognizes the wind as an active part of it.

And of course Amderson's use of the wind is a familiar trope often seen in his works.
