Earth is heading for the same kind of pro-technic versus anti-technic conflict that happened in Anderson's Psychotechnic History. Jihadist Islam is involved, which might seem prophetic on Anderson's part.
Guthrie calls this conflict:
"'...the last full-scale revolt of the Low World against an order of things it doesn't understand and feels forever left out of.'" (p. 158)
Doesn't understand? A failure of the educational system and of the controllers of the media and information technology. Feels left out of? Either the new order of things uses technology to address human needs or it doesn't.

Another possibility is this: many people have no interest in making use of the possibilities offered by modern technology. Given that, of course such people will both not "understand" and feel left out.
