AIs control everything important;
the human population is declining;
human governments and nation states are increasingly irrelevant;
people instead identify with local eccentric cultures;
everyone receives credit and can move to live where they want;
therefore, the authorities ignore local dictatorships, violence and abuse.

It would be possible for some individuals and communities to live well but they would also need to be concerned about longer term trends.
