Jaime Wahl y Medina was an Argentinian delegate to the Federation, then the administrator of the African Protectorate and now the governor general of the Lunar Authority. He has moved the seat of Lunar government to Tsukimachi in the Jura because Port Bowen is a Fireball company town. Smaller companies are more cooperative although there are also more resident Lunarians in Tsukimachi.
Wahl reminds us of Chunderban Desai, High Commissioner of the planet Aeneas in the Terran-occupied Virgilian System in Sector Alpha Crucis of the Terran Empire in Anderson's Technic History: a capable man with a difficult job.
Luna reminds us of Avalon and Dennitza, other Andersonian planets where two intelligent species reside and politically interact.

I remember Governor General Wahl, and how Dagny Beynac liked him as both a well meaning and able man. I won't want to reveal any spoilers, but we also get strong elements of an ingenious mystery story in which Wahl is involved.
