Poul Anderson, The War Of Two Worlds (New York, 1959), unheaded introduction, pp. 5-9.

Intelligence Prime, lord of the Solar System and chosen leader of his people, has a secret office high above Sao Paulo and must not be seen through the window. His body parts, shoulders, thumb, eyes, sound human but he has a "...great crested head..." (p. 6) A "...slow sad wind..." (p. 5) blows around his office. Earth has been conquered. Sadness is appropriate.

2017 David Arnfeld born in upstate New York.
2022 Earth-Mars war begins.
2029 Arnfeld selected for Lunar Academy.
2033 Arnfeld graduates to spatial service.
2042 Arnfeld exec of Pallas Base. War ends. Arnfeld returns home.
2043 Arnfeld writes an account read by us and by Intelligence Prime.

And both Arnfeld and a Martian officer he came to know were puzzled at how and why the war lasted so long and was so badly handled by both powers. One or the other should have won far more quickly and with far less damage to both of them.

I like the ingenious twists and turns of the plot in THE WAR OF TWO WORLDS!
