Ychani/zmayi, Dennitzans of Merseian descent, are organized in Vachs and also represented in one of the three Houses of Parliament.
On Avalon, members of choths, whether Ythrian or human, are subject only to choth law as administered by Wyvans. They neither vote for nor participate in the Parliament of Man but instead in Khruaths, fully participative democratic assemblies. Some Avalonian Ythrians, called "walkers," have adopted the human life-style, living as atomic individuals in the global community. Although the text of The People of the Wind does not confirm this, I infer that walkers do vote for and can be elected to Parliament. If not, then they are disenfranchised.
The Avalonian Parliament must accept that Wyvans can cry Oherran which can result in violence. Zmayi have a tradition that enables them to march on the Parliament and demand to be heard.

Another possibility about these Ythrian walkers is that they neither vote for or "fly" for seats in the Parliament of Man. They might be so atomized that they refuse to participate in politics at all. If anyone, Ythrian or human, tries to force them to take some role in communal affairs, such as by paying taxes, the walkers will simply fly away!
