American Security men, controlled by the anti-UN gang, are pursuing an Un-Man as a criminal;
the head of Security is anti-UN whereas the President is pro-;
Fourre, head of the UN secret service, will inform the President of "'...who this wanted criminal is.'" (p. 56);
the President cannot stop the chase but can obstruct it and might quietly inform the Canadian government in case the Un-man flees there.

Why does anyone want to be President, King, or Prime Minister? Ambition, desire for power, vanity, or a desire to DO things, change things, either for good or ill.
