According to the "Chronology of Future" in The Complete Psychotechnic League, Volume 3, Mars and Venus were colonized in the late 1900s. The text of "The Big Rain," IV, confirms that there were colonists on Venus in:
"...the ultra-nationalistic days of the last century." (p. 183)
Was there still ultra-nationalism that late in the twentieth century? The UN had been counteracting nationalism since immediately after World War III but it was a long struggle. On Venus, colonies of different nationalities were told not to help each other but did so clandestinely as a matter of survival. This generated a new new anti-Terrestrial Venusian nationalism with a different ethos:
"Man was necessarily a more collective creature than at home." (ibid.)
Citizens tolerate outrageous demands and live in the future. Maybe Hollister is beginning to understand the Mysterious Motivations.

The UN in the Psychoetechnic stories might have suppressed ultra-nationalist MOVEMENTS, but there would remain plenty of INDIVIDUALS who still thought like that.
