Whereas The Complete Psychotechnic Leauge, Volume 1, contains only four stories, Volume 2 contains nine, including one about slower than light interstellar travel and two about FTL. After a slow start, this future history series leaves its launch pad. Sandra Miesel's "Forward" ends with a utopian vision:
the Psychotechnic Institute is powerful and prestigious;
its bright human future seems inevitable;
hugh tech triumphs;
the Second Industrial Revolution benefits everyone;
there is neither hunger nor homelessness;
work is a privilege, not an obligation;
everyone speaks semantically rigorous Basic;
the Solar Union space navy guards the System;
there is a New Enlightenment.
So why is there global conflict and interplanetary war in the third story in this collection?
When Hollister experiences armed conflict on Venus, he has:
"...an almost holy sense of his mission to prevent this from striking Earth again."
-"The Big Rain," VIII, p. 216.
He has trained as an Un-man and we already know of the UN anti-war policy. So why does war strike Earth again?

And I don't believe at all in the possibility of permanent peace. To me, it's a self evident fact that human beings are flawed, imperfect, prone to sin and error. That alone will give rise to conflicts and wars. And it's my view that Anderson made it plain in his works that was his belief as well.
