"The Teramind bore something of the awesomeness of God, but it was not God - too remote, not fallible enough." (p. 98)
Some ideas of God are remote, like the Merseians' "the God." Others are immanent. But should He be fallible?
The Teramind could set up a "gods" or "God" function whereby individual human beings would be able to address it inwardly and receive helpful answers. How about that? - knowing that there is a powerful being who hears and responds, like the characters in War Of The Gods wondering why Thor, who has been invoked, does not intervene.

And of course the Jewish and Christian view of God is that not only is He omnipotent and infallible, He also takes a very PERSONAL interest in the universe and living beings.
