The Seafolk sound like the Maurai.
Killimaraichian scientists claim that cetaceans (whales and dolphins) think and feel as well as human beings;
in the main Killimaraichian religion, whales are sacred and Dolphin is an incarnation of the life gods whereas Shark incarnates the death gods;
although the killing of cetaceans is prohibited, the flesh, oil and baleen are so valuable that navy patrols, "whale police," must fight hunters and smugglers;
Josserek also reflects (II, p. 20) that his nation's cult is of gods forever opposed but more like summer and winter than like good and evil.
The few Rogaviki live by hunting the great herds but never by killing game for the market. To become farmers would be worse than to live in cities - caging the whole country!

And we see mention of a "Whale war" between the Maurai Federation and the Northwest Union of North America in ORION SHALL RISE. Altho we see no claim in that book about cetaceans being intelligent beings.
And the revulsion the Rogaviki had for either killing game for sale or becoming full time farmers was more than merely a cultural belief. To say more would be a spoiler!
