Even by A Circus of Hells, Flandry had made it onto Merseia's "watch out for this guy" list, as Morioch Sun-in-eye told Ydwyr the Seeker. And Ydwyr admitted he'd already heard things about Junior Lieutenant Flandry.

I agree! The Starkad affair would be enough for Merseian Intelligence to put Flandry on their "We need to watch out for this guy" list. And what happened in A CIRCUS OF HELLS would confirm that!
