In Chapter Two, Commander Abrams is on a mountain on Starkad.
In Chapter Three, Brechdan Ironrede is on Merseia.
In Chapter Four, Ensign Flandry is on an ocean on Starkad.
In Chapter Five, Hauksberg has traveled from Terra to Starkad en route to Merseia.
Abrams and Flandry will accompany Hauksberg to Merseia, Flandry as Abram's aide. All three will meet Brechdan. The Merseian, noticing that Flandry looks alert but also is young and junior, will judge that only Hauksberg and Abrams warrant more than routine attention. He is mistaken.
Later in his career, Flandry will learn how to be alert while not looking as if he is. The "Young Flandry" Trilogy is his extended "origin story," as Casino Royale is for James Bond.

Well, the Protector's slightly dismissive view of Flandry did make sense at the time. Young and junior aide-de-camps seldom have the fate of empires in their hands!
Ditto what you said about Flandry later learning how to be observant without seeming to do so.
