Whitcomb has departed from 464 but not arrived as agreed in 1894:
"'Maybe he misunderstood and went up to 1947 instead.'
"An exchange of notes revealed that Whitcomb had not reported in at that end either." (5, p. 43)
Mainwethering and Everard must have sent a note in a message shuttle to a moment just after Whitcomb, based in 1947, had departed from that year. An inquiry arriving in any other part of 1947 would just have caused confusion. Everard wants to recontact the Whitcomb that was with him in 464, not any younger or older Whitcomb. Patrol agents must have to exercise close control over their communications through time.

Close control of communications between Patrol agents WOULD be necessary. Otherwise the whole thing would just fall apart into a hopeless muddle.
