Wait a bit! I don't think Dominic Flandry ever became the chief of the Naval Intelligence Corps. But he might well have become a member of the Policy Board, without portfolio.
And by the end of THE GAME OF EMPIRE we see Flandry hoping the Empire would last at least two more centuries. To me, that means the Empire managed its internal problems not too badly for that length of time.

Flandry became a Rear Admiral with his own staff, making his own assignments and answerable to no one. I thought of that as the top.
Falkayn became Acting CEO of SSL so that was the top.

Yes, answerable really, to no one except the Emperor. And by the end of A STONE IN HEAVEN we see Flandry saying Emperor Gerhart coming to have more trust in him. But, I don't think Flandry was ever officially chief or director of Naval Intelligence.
I agree, what you said about Falkayn. He was probably acting CEO of SS & L for about five years.
