Nouns have denotations and connotations and can also have accidental associations. Readers might recognize "Garth" as the title of an sf comic strip but this would be an accidental association.
A garth is an enclosure and therefore has the connotation of safety. An archaic meaning of "garth" is "garden" which led to "Garth" becoming a name for gardeners. Asgard is the enclosure of the gods in Norse mythology and there is an Ays-Garth Road on a hill in Lancaster.
Because of all these associations, "Garth" seems an appropriate name for Kit Kittredge's home city on Vixen. Even during the Ardazhiro occupation, Dominic Flandry, Kit and their comrades find safe houses in Garth from which to organise the resistance.

In some dialects, "Garth" also means homestead, or farm HQ.
Even more appropriate.
