Intelligence But Not As We Know It

Might intelligent beings be able to fly in terrestroid conditions?
Maybe, if they have the Ythrian supercharger.
 
Might sea-dwelling beings become intelligent?
Maybe, if atmospheric pressure is high enough to dissolve enough oxygen in sea water to support active metabolisms and brains and a high level of biological competition, as on Starkad.
 
Might there be intelligence on a neutron star?

Ythri IS a terrestroid planet, but smaller and with a lighter gravity than that of Terra. One problem for Ythrians is that some planets won't be colonized by them if the gravity makes flying too hard for them. Which rules out Imhotep, for example. I think Earth's gravity would be as much as they could handle and still fly.
