Quick Thinking, Instant Action

Van Rijn, Adzel and Chee Lan suspect that Serendipity, Inc. has kidnapped and drugged David Falkayn so they rescue him by force. His condition confirms their suspicion. Chee Lan, with Falkayn in the spaceship, thinks that she should fly him straight to a hospital but van Rijn thinks otherwise:

he has equipped the ship with the means to treat Falkayn;

by breaking the covenant of the Polesotechnic League, SI has demonstrated that Falkayn's inquiries with them had revealed a goal bigger than money, which the SI partners were already making through their legal activities;

immediately after Falkayn joined them, two SI partners left the Solar System;

Chee Lan must learn from Falkayn what the goal is - SSL does not yet know about Satan - and go straight there without delay;

van Rijn and Adzel must remain in the Solar System to cope with the legal consequences of their attack on SI.

Faster than that can no man think.

And the fact Falkayn's friends and boss couldn't get a proper LEGAL investigation of what happened to him was itself a sign of things starting to go wrong in the Solar Commonwealth. However much he disliked Old Nick, Garver should have thoroughly investigated Falkayn's disappearance and condition on the MERITS of the case.

It's mentioned that the ordinary civil police try to avoid tangling with the powerful corporations, and leave them to settle their own quarrels in their own fashion as long as it doesn't affect the general populace. Garver resents but acknowledges this, and tries to use the rules and laws the League has sponsored against SSL.
