Poul Anderson's Technic History incorporates two fictional biographies. The collection.
The Trouble Twisters, is a "Young Falkayn " trilogy in which David Falkayn advances from apprentice to journeyman to Master Merchant of the Polesotechnic League. In the
Young Flandry Trilogy, Dominic Flandry advances from Ensign to Lieutenant to Lieutenant Commander to Commander in the Terran Navy. Falkayn eventually becomes the acting CEO of SSL and the Founder of the Avalonian colony just as Flandry eventually becomes a Fleet Admiral and informal Imperial advisor.
With the benefit of hindsight, we reflect that Admiral Enriques, Lord Hauksberg and other senior officers on Starkad have no suspicion of the future significance of the Ensign Flandry who is invited to meet some of them over drinks at the headquarters in Highport. (While writing this post, I am distracted by late evening TV news reports of events in a New York court house. Hopefully back here tomorrow.)

The officers you listed did have a good deal on their minds, after all! And Hauksberg did take an interest in young Flandry. And I recall how Flandry's superiors were irritated by how the viscount seemed to be patronizing the Ensign, who was one of their own, after all.
