Left as a hostage on Nike, Roan Tom's youngest wife, Yasmin, plans to:
"'...make arrangements with quite a number of men.'" (p. 539)
The arrangement that she makes is that several Nikean lords will find it advantageous to restore the rightful Shah to the throne of Sassania provided that the Krakeners can arm, train and transport their men.
An interstellar alliance of Sassania, Kraken and Nike might be the basis of the later Allied Planets which locates and re-civilizes other separated colonies.
As Yasmin tells Tom:
"'Happy endings do occur...As now.'" (p. 540)
A feel good ending.
It is possible to say something that is factually true yet completely misleading. For example, I once told a friend that a hotel maid had said, "No." She had indeed answered "No" - to a completely innocuous question.

I like that suggestion, that an alliance of Kraken, Sassania, and Nike became the core in later times of what became the Allied Planets.
