In any COMPLETE COLLECTED WORKS OF POUL ANDERSON I would argue for placing the three Maurai short storied in a volume containing THERE WILL BE TIME, with ORION SHALL RISE as the second volume.
The two Kith stories (including the original version of "Ghetto") should form another volume with STARFARERS (which incorporates a revised version of "Ghetto").
Compared to the gov't of the UK, I would not be surprised if the US political system strikes you as arcane and Byzantinely complex!
E.g., the XII Amendment of the US Constitution regulates how a presidential election ending in an electoral college tie is to be handled.
