There is the theme for a Technic History novel. Somewhere on the frontier, the Merseians occupy a Terran sector. Human and other characters have to adapt to living under Merseian rule just as human beings spend some time under kzinti rule in Larry Niven's Known Space future history. Many aspects of life would continue as before. Maybe there are resistance fighters but the narrative should not be all about them.

It's possible some planets settled by humans fell under Merseian rule--because mention was made of populations of humans living within the Roidhunate. Muhammad Snell, or "Kluwych," seen in A KNIGHT OF GHOSTS AND SHADOWS, being one of those humans. But we don't for sure if Snell came from a human colonized planet annexed by Merseia.
