Differences
Jeeves is a servant whereas van Rijn is the chief.
Jeeves is faultlessly polite whereas van Rijn is the opposite.
Similarities.
Both are omnicompetent.
Both have a knack of doing (what looks like) the wrong thing...
In a Jeeves story, getting a young pipsqeak arrested turns out to be the best way to keep him out of further trouble.
Van Rijn provokes the belligerent admiral into biting him. Each species' proteins are deadly to the other... A successful and popular young captain, encouraged by van Rijn, is ready to assume the admiralty. (Problems solved at last.)

And of course mention of Jeeves in this blog invariably reminds me of Dominic Flandry's equally invaluable and omnicompetent non human servant, Chives!
And the low comedy way Old Nick found of solving the problem posed by the intransigent Admiral is RICH! And Theonax's death would open the way for Delp becoming Admiral himself.
