The Keeper Caravans

The Egyptian ecology has collapsed. Hence, the Environment Authority rescue plan involving several Keeper Caravans. Another caravan, the Tuatha de Danaan, is at Lake Tahoe on a job covering part of the Sierra that includes:

restoring water and wilderness purity;
watershed;
wildlife;
timber;
recreation;
agriculture.

Farms will not only produce food but also maintain natural balance. Thus, farmers will also be wardens. The government gives homesteading rights to people with appropriate qualifications such as "...Freemen..." (p. 28) OK. We will read on and pick up what a "Freeman" is in this context.

I would not be surprised if part of what the Keeper Caravans are doing in Egypt in THE BYWORLDER is demolishing the Aswan High Dam. The criticisms I have seen of the Aswan Dam is that preventing the annual flooding of Egypt by the Nile comes with many bad effects. Salinity rises and fertility decreases from Egypt no longer being annually flooded to "rinse out" the land. And so on.

If extra water was needed the way to do that in Egypt would have been to built reservoirs fed by the Nile. The Fayum of ancient Egypt not only stored water but made it possible to till wide lands not directly reached by the Nile.
