The American theocracy was "New Christian" and forced the Noachian Dissenters to migrate to Mars, which they have terraformed;
the Martians, as they now are, defeated the Mongku Empire and fought back against Venus;
the Solar System has been unified as the Solar Union, as in Anderson's Psychotechnic History;
the Noachians interpret turbulent periods Biblically as divine punishments but expect to survive even if the Lord punishes them too.

What the American "New Christian" theocracy did to the Noachian dissenters strongly reminded me of how the World Federation of ORBIT UNLIMITED pressured the Constitutionalists to leave Earth. Iow, POLITICAL factors will play a role in why some planets were colonized.
And I can imagine religious groups founding colonies too, if a hostile gov't presses them to leave Earth. It reminds me of how Massachusetts was originally settled by non-Conformist Protestants at odds with the Church of England. The way Poul Anderson speculates about how colonization can happen for many different reasons is realistic!
