The dominant Band is the Imperial Band of Sisema.
Baburites "...radiate variably at radio frequencies..." (ibid.) If they also receive, then they might be "telepathic":
"Perhaps in this way a part of tradition was not oral or written but directly perceived." (ibid.)
In three ways, the Baburites resemble James Blish's "Central Empire":
Bands with personalities;
(possibly) telepathic;
the application of the human concepts of empire and imperialism to an alien context.
In one respect, the Baburites possibly resemble Anderson's Didonians: a directly perceived tradition.

I don't know if I can agree with your last comment here. The INDIVIDUAL Baburite has only one body, unlike the Didonians, which needed "bodies" from three different species to form a temporary individual. I think the Baburites might have a bit more in common with telepathic Chereionites.
