If Dominic Flandry has to flee from the Terran Empire, then he will:
"...steer for a remote planet where he could assume a new identity, unless he decided to seek asylum in the Domain of Ythri or collect a shipful of kindred souls and fare off into the altogether unknown." (VI, pp. 93-94)
But what excellent ideas for a concluding Flandry novel! Flandry spends time in the Domain, then leads an expedition into unknown space, as Nicholas van Rijn may have done much earlier in the Technic History. See here. That concluding speech by van Rijn was superb and the best possible closure for that character. We do not know what became of Flandry so his final departure from the Empire remains a possibility.

While I agree it's possible Dominic Flandry may have eventually left the Empire, I have my doubts that happened. Because, in THE GAME OF EMPIRE we see he had risen to admiral's rank and become an adviser to Emperor Gerhart (AND whose son Crown Prince Karl LIKES Flandry). Flandry had spent his whole life defending and strengthening the Empire, which much have included as well having a huge emotional stake in it. So, as we see near the end of GAME, he had no strong reason for leaving the Empire. Also, men approaching age 70 are usually less inclined to drastically pulling up stakes than they would have been 40 or 50 years earlier.
