The Stellar Union is not a government, is supported by governments and has a police function.
The Commonalty is not a government, is hired by governments and provides services.
They exist in different timelines.

And the only way some thing as loose as the Stellar Union and the Commonalty could function and survive as long as we see them doing is because they did not have to confront aggressive and unfriendly powers. At least not in their earlier years.

The distinguishing characteristic of a government is its claim to have the right to coerce; it manages the violence function. Violence, it should be stressed, is not a problem, because problems have (at least in theory) solutions. Violence, with respect to human beings, is a condition — something that can only be managed.

And I agree. The state, any state, is that institution, in no matter what form, which claims a right to having a monopoly on the use of violence. And human beings are so made that there is a need for the state.
