The text of "Starfog" begins on p. 710. At the bottom of p. 717, we learn that Daven Laure comes from the Fireland mountains on the planet, New Vixen. This is the second piece of internal evidence that "Starfog" might belong in the Technic History and is also a possible reason for the story to be included in a volume entitled Flandry's Legacy.
Dominic Flandry led resistance to the alien occupation of the seasonally scorched human colony planet, Vixen. We deduce that the Vixenites later colonized another planet with similar physical characteristics. In a future history series, later installments deploy background information provided by earlier installments but some of this information is so far in the background that it might not be noticed. The first internal clue was a reference to "'...ancient Anglic...'" on p. 715.
Flandry lived perhaps a thousand years after the beginning of interstellar travel whereas "Starfog" is set a further four millennia later. Most of what happened in Flandry's time has been forgotten at least in this remote region of the galaxy.

I would argue for any collection of the post-Flandry stories being called THE POST-IMPERIAL ERA.
And historians in the regions once ruled by the Empire might still have some knowledge of Flandry, in some of their books, histories, chronicles.
