The Cloud People come to dictate to the Tulat. As the Tulat stand and wait:
"Behind them surf growled, above them birds shrilled, around them wind whistled emptily. It was a clear day, just a few rapid clouds. Westering, the sun cast heatless light over hills turning yellow-grey with autumn. A pool simmered nearby, its brown the deepest color in sight. Wind scattered its warmth, vapors, and magical smells into nothingness.
"Other men walked toward Us." (p. 173-174)
The strangers carry pointed shafts.
Nature surrounds the Tulat and mourns with them:
surf growls;
birds shrill;
wind is empty;
light is heatless;
autumn approaches;
wind scatters warmth;
magic becomes nothing.
The wind comments twice.

I've regretted how the Cloud People chose to oppress the Tulat, but I'm not surprised it happened. Thru out history the stronger have always conquered or oppressed the weaker. But even if the Cloud People had decided to move further east and south while searching for a new home, that would have brought the Tulat only a respite. Some other tribe or clan would have wandered east from what is now Siberia into Beringia in one or two more generations.
