Time travelers visiting historical or prehistorical periods know what is to come - or what is supposed to come - and therefore can guide the people that they meet:
Time Patrollers Corwin and Wanda must tell the Beringians that invasions from Siberia cannot be prevented;
another Time Patroller, Janne Floris, tells, in fact inspires, Veleda to make peace with Rome;
in another timeline, Malcolm Lockridge helps Scandinavians to accept the Aryan invaders. See Indo-Europeans, The Aryans and Scattered Through History.
These seem like similar scenarios.

Ideally, of course, the Time Patrol strove to make sure time travelers affected past history as little as possible. Some Patrol agents would probably have liked to ban all time traveling not supervised by the Patrol.
