That sounds like a good day's work. I would have had coffee and no cigarettes. Presumably someone brought Desai's meals and snack.
No one looking over his shoulder. All day to work at his own pace and to get the job done.
Everything from the in-box into:
an out-box;
a waste paper basket;
a filing cabinet;
or a shredder.
My aim when I worked at a desk was to leave nothing on the desk at the end of the day. Then we computerized. There was still paper but I was no longer keeping it tidy.
Next we realize that, although:
"The mail from Terra was in." (9, p. 142) -
- Desai reads his correspondence on a screen:
"...a thing Desai himself had requested finally crossed the screen." (ibid.)
By this time, the wall transparency shows night and a small moon hurtling above the darkened city.

I think you would have to be as fairly high ranking an official ad Desai was to be able to work so concentratedly with a minimum of distractions and interruptions. And it was probably someone on his staff who brought Desai his meals and snack.
And we do see the Commissioner using a desk top computer, even if Anderson did not use that term.
