I'm dubious of it being possible for a nation like the Maudwai of Monwaing to live at a primitive level of technology. I can't see EVERYBODY being willing to live in the discomfort and inconvenience of a lower level of technology if all your neighbors are high tech. Their mere existence would underline that discomfort, etc.
