Poul Anderson's Nicholas van Rijn, "The Man Who Counts," is a grand mover and shaker or prime motivator.
Anderson's Dagny Beynac, "The Mother of the Moon," is the mother of some of the first Lunarians, human beings adapted to live and reproduce in Lunar gravity, and a leader of Lunar society.
Julian May's Paul Remillard, "The Man Who Sold New Hampshire," lobbies to make Concord, New Hampshire, the capital city of Earth and of the Human Polity of the Galactic Milieu.
I suspect that Anderson's and May's characters owe something to Heinlein's.

I still remember how the "Man Who Sold New Hampshire" reminded me of D.D. Harriman! Yes, it's plain both Poul Anderson and Julian May were influenced by Robert Heinlein. Anderson's "The Man Who Counts" is very Heinleinian!
