Poul Anderson shows that civilizations like the Solar Commonwealth and the Terran Empire generate internal discontents that are not always sponsored by a foreign power. The McCormac Rebellion and Cairncross' planned coup were entirely human in origin.

I agree, of course, that not all the internal discontents of a nation or great power are cooked up by a hostile outside power. We have to expect real world analogs of McCormac's Rebellion and Cairncross' attempted coup.
But the pattern of Merseian intrigues and attempts at subverting is also realistic. The late, unlamented USSR behaved in exactly that when it was still trying to undermine and subvert the US and the West.
And I would have classified the Nyanzan affair as Flandry preventing it from actually happening, that it was an ABORTIVE revolt.
