At the end of Chapter Ten, Diana and her companions are traveling from Aurea and Paz de la Frontera to Lulach along the Highroad River on Daedalus. Targovi, disguised as a performing beast, is caged.
In Chapter Eleven, a Merseian fleet trespasses across Sector Alpha Crucis of the Terran Empire to attack Gorrazan.
In Chapter Twelve, Dominic and Miriam Flandry in Archopolis on Terra discuss the significance of the Merseian raid.
At the beginning of Chapter Thirteen, the Waterblossom, carrying Diana etc has arrived at the arboreal Cynthian town of Lulach which sounds like a quaint location in an illustrated children's story book about anthropomorphized squirrels.
Thus, we are still following a narrative despite the many interesting philosophical and literary digressions occasioned by Poul Anderson's text.

Again, we see Gorrazan, no longer a barbaric slave raiding enemy, but now a civilized ally of the Empire. The purpose of the Merseian raid was to distract the attention of the Empire in several directions, to strengthen Magnusson's rebellion.
