What Union? I think that this is the first reference, in the texts as opposed to the Chronology, to the Stellar Union even though it is still not given its full name yet. The original Solar Union must have gone down in the Second Dark Ages although obviously the concept and ethos of a multi-planetary Union survives.
Davis acknowledges that, when he was captured by Barbara, he had broken doctrine by leaving his ship. Thus, he was guilty of the same error as the explorers in "Star Ship" which I think has to be set later than it is in the Chronology.
We realize how very few clues there are in the texts to enable us to piece together the interstellar background of the Psychotechnic History. The Technic History is much longer and solider although we are very fortunate to have so many future history series from a single author.

It does not seem to be clear what was the doctrine Davis violated by leaving his ship, esp. when you consider he was the only person on that ship. My thought being that he would have to soon leave the ship if he was going to do anything effective when meeting the inhabitants of that planet.
