Poul Anderson's title, The Fleet Of Stars, is taken from "The Dying Patriot" by James Elroy Flecker. Anderson quotes the concluding stanza. The full poem is here.

I read Flecker's poem, and my quickest reaction was thinking he was expressing pride in English history and hope for great things being done by the English.
